2006 STATE WATER PROJECT ALLOCATION INCREASE TO 100%
DWR announced, in Notice to State Water Project Contractors No. 06-04, that the
allocation for water delivery to the SWP Contractors in calendar year 2006 has increased from 80 percent to 100 percent
of the SWP Contractors' requested amounts. The 100 percent allocation amounts to 4,126,831 acre-feet, distributed among
the 29 SWP Contractors. This is the first time since SWP contractors began asking for their full Table A amounts that
DWR has been able to deliver 100 percent of the requested amounts.

PUBLIC NEGOTIATION SESSION
The Department of Water Resources (DWR) attended a Public Negotiating Session on January 24, 2006 during a Coachella
Valley Water District (CVWD) Board of Directors' meeting, to discuss proposed amendments to the long-term Water Supply
Contracts between DWR and CVWD, between DWR and Desert Water Agency (DWA), and between DWR and Kern County Water Agency
(KCWA).
The proposed amendments would permanently transfer 12,000 acre-feet of annual Table A amounts from KCWA to CVWD, and 4,000
acre-feet of annual Table A amounts from KCWA to DWA. KCWA is transferring these amounts on behalf of member unit Berrenda
Mesa Water District (BMWD). The amendments would be effective January 1, 2010.
The Public Negotiating Session was noted in the CVWD Board of Directors' January 24 meeting agenda at the CVWD headquarters
in Coachella, California, and posted in the headquarters lobby. Copies of the draft amendments were made available at the
meeting. Rob Cooke, Acting Chief of the State Water Project Analysis Office, and Craig Trombly of his staff represented DWR, while
Curtis Creel represented KCWA. General Manager David Luker represented DWA. CVWD General Manger, Steve Robbins, opened the
Board meeting at 9:00 A.M, and announced during the meeting that the public was invited to comment on the subject. A
representative of Roden Farms, located within BMWD, addressed the Board about the proposed transfer.
DWR will continue to negotiate the contract language for the two pairs of draft amendments involving the three water agencies.
The Public Negotiating Sessions are held as a result of litigation concerning the Monterey Amendment to the long-term Water
Supply Contracts of the SWP. Pursuant to the Settlement Agreement, entered into with DWR, the Planning and Conservation League,
Plumas County Flood Control and Water Conservation District, and Citizens Planning Association of Santa Barbara County, Inc.,
DWR agreed to permit public participation in certain amendments to the long-term Water Supply Contracts, including contract amendments
to transfer Table A amounts between existing SWP contractors. The full text of the Settlement and further information regarding the
Monterey Agreement, Monterey Amendment, and the current Monterey Plus effort, including future opportunities for public involvement

ARTICLE 21 WATER PROGRAM FOR 2006
DWR announced, in Notice to State Water Project Contractors No. 05-14, that it will
administer an Article 21 Water Program in 2006. The Article 21 Water Program is available to those State Water Project
contractors who have signed the Monterey Amendment. Due to the current water conditions and storage in the San Luis
Reservoir, Article 21 water is available in 2006.
To participate in this program and be placed on the notification list, a contractor must sign, date, and return the
attachment included with Notice 05-14.

CONTEST OF ACCURACY OF CHARGES
DWR announced, in Notice to State Water Project Contractors No. 05-13, that DWR will no
longer be sending Notices to State Water Project Contractors regarding the Accuracy of Statements of Charges.

allocation for water delivery to the SWP Contractors in calendar year 2006 has increased from 55 percent to 65 percent of
the SWP Contractors’ requested amounts. The 65 percent allocation amounts to 2,682,440 acre-feet , distributed among
the 29 SWP Contractors. DWR may revise the allocation as the year’s hydrologic and water supply conditions develop.

initial allocation for water delivery to the SWP Contractors in calendar year 2006 is 55 percent of the SWP Contractors’
requested amounts. The 55 percent initial allocation amounts to 2,269,757 acre-feet , distributed among the 29 SWP
Contractors. DWR may revise the allocation as the year’s hydrologic and water supply conditions develop.
