The legal, financial, and economic foundations for operating the State Water Project are contained in 29 long-term
Water Supply Contracts. These contracts primarily
contain information about each contractors’ water deliveries. Staff in this branch oversees the scheduling and classification
of these water deliveries, negotiates and administers agreements for construction and maintenance of turnout facilities that
provide for local water deliveries from the SWP system, and produces a yearly bulletin series that documents the yearly
deliveries and other activities of the SWP.
Staff negotiates and coordinates with SWP contractors and DWR operations staff to deliver water according to the contractual
provisions. This work includes researching and analyzing information to validate water rights and contract authorization; preparing
documents necessary for various types of deliveries; and collecting, tabulating, and distributing data to the SWP contractors. Staff
compiles and distributes the "Notices to Contractors"
which is included on the "Water Deliveries"
page of SWPAO's website. This delivery information is also summarized in the Bulletin 132 series discussed below.
We also negotiate and administer agreements for the design, construction, and operation of turnout structures along the SWP.
Turnouts allow for the delivery of SWP water to the contractors’ local service areas from the California Aqueduct, North or South Bay
Aqueducts, the Coast Branch Aqueduct, or other SWP facilities. This work includes extensive review by and coordination among the
contractors, DWR design engineers, field staff, and contracts staff.
Each year, DWR publishes an annual report about the management and operation of the State Water Project. This series is called
Bulletin 132: Management of the California State Water Project. Since 1963, Bulletin 132 has provided information on project costs and
financing, water supply planning, power operations, and significant events that affect the management of the State Water Project.
It also presents hydrologic information for the water year, capital construction information for the fiscal year, and water delivery,
operations, maintenance, and other activities for the calendar year. We prepare Bulletin 132 Each year in cooperation with many internal
DWR staff. The latest updates of this report are available in Adobe PDF format on the "Publications"
page of SWPAO’s website.
